MATTERS FOR CONSIDERATION - The January 29, 2018 continued meeting of the City Council was called to order by Mayor John Marchand at 7:00 pm, in the City Council Chambers, 3575 Pacific Avenue, Livermore, California.

1.01 ROLL CALL - Present: Mayor John Marchand, Vice Mayor Bob Woerner, and Council Members Robert W. Carling, Bob Coomber, and Steven Spedowfski.

The January 29, 2018 Special City Council meeting continued with Item 3.01 Discussion and direction regarding the Downtown Concepts and Next Steps.

Recommendation: Staff recommended the City Council:

1. Discuss and provide direction regarding the development and evaluation of conceptual plans for the City's downtown catalyst sites; and

2. Adopt a resolution declaring it is a reasonable exercise of its legislative power and authority, and a public purpose, for accepting the offer from the Livermore Stockmen's Rodeo Association, and authorizing:

a. The City Manager to execute a First Amendment to an agreement with the Livermore Stockmen's Rodeo Association to accept an offer from the Stockmen to allow the civic center property to be used for affordable housing in exchange for an easement and a park in the downtown;

b. The granting of an easement to the Livermore Stockmen's Rodeo Association for a park in the downtown; and

c. Authorizing the City Manager to take all necessary steps and to execute all necessary documents to execute the First Amendment and the recording of the easements.

ON THE MOTION OF CM CARLING, SECONDED BY CM COOMBER AND CARRIED ON A 5-0 VOTE, THE CITY COUNCIL RATIFIED THE FOLLOWING RESOLUTION AMENDED AND ADOPTED AT THE JANUARY 29, 2018 MEETING.

Resolution 2018-010 authorizing the City Manager to execute a first amendment to an agreement for the development of the rodeo grounds and sunken garden area as a Civic Center and Parks and Recreation Area; and authorizing the grant of easement to the Livermore Stockmen's Rodeo Association for a park.

The City Council provided the following direction on the Next Steps for the Downtown.

ON THE MOTION OF VM WOERNER, SECONDED BY CM SPEDOWFSKI AND CARRIED ON A 5-0 VOTE, THE CITY COUNCIL DIRECTED STAFF TO PREPARE A DOWNTOWN SPECIFIC PLAN AMENDMENT TO AUTHORIZE THE LAND USES AND CONDUCT ENVIRONMENTAL REVIEW; ISSUE REQUEST FOR PROPOSAL FOR A COMMERCIAL DEVELOPER TO ACQUIRE LAND AND CONSTRUCT NEW RETAIL USES AROUND STOCKMEN'S PARK; AND ISSUE A REQUEST FOR PROPOSAL FOR THE DESIGN, DEVELOPMENT, OPERATION AND MAINTENANCE OF THE BLACK BOX THEATER AND SCIENCE AND SOCIETY MUSEUM.

ON THE MOTION OF CM SPEDOWFSKI, SECONDED BY CM COOMBER AND CARRIED ON A 5-0 VOTE, THE CITY COUNCIL DIRECTED STAFF TO INCLUDE IN THE SITE PLAN THE EAST-WEST STREET, PARKING STRUCTURE IN SOUTHWEST CORNER OF THE WEST SITE, AND SURFACE PARKING NEXT TO THE NEW SOUTHWEST GARAGE AND MISCELLANEOUS TEMPORARY PARKING NECESSARY FOR PHASING THE PROJECT.

ON THE MOTION OF CM SPEDOWFSKI, SECONDED BY CM CARLING AND CARRIED ON A 5-0 VOTE, THE CITY COUNCIL DIRECTED THE IMPLEMENTATION STEPS TO PROCEED WITH PLANNING FOR DEMOLITION OF BUILDINGS ON THE DOWNTOWN SITES, DESIGN OF TEMPORARY PARKING TO FACILITATE CONSTRUCTION OF THE SOUTHWEST PARKING STRUCTURE, DESIGN OF THE EAST-WEST STREET, DESIGN OF SURFACE PARKING AT I STREET; PREPARE A DOWNTOWN SPECIFIC PLAN AMENDMENT TO AUTHORIZE THE LAND USES AND CONDUCT ENVIRONMENTAL REVIEW AND PREPARATION OF PLANS FOR SITE PLAN/DESIGN REVIEW/CEQA ANALYSIS FOR PARKING IMPROVEMENTS.

ON THE MOTION OF VM WOERNER, SECONDED BY CM SPEDOWFSKI AND CARRIED ON A 5-0 VOTE, THE CITY COUNCIL DIRECTED THAT ALL PLANS HAVE EMERGENCY AND SERVICE VEHICLE ACCESS WEST OF STOCKMEN'S PARK; PROPOSED K STREET BE DESIGNED WITH CURVE STREET GEOMETRY AND USE MATERIALS COMPARABLE TO THOSE USED IN STOCKMEN'S PARK. ON THE MOTION OF CM CARLING, SECONDED BY MAYOR MARCHAND AND CARRIED ON A 4-1 VOTE (CM COOMBER VOTING NO) THE CITY COUNCIL DIRECTED THE HOTEL BE LOCATED ON THE EAST SIDE, DIRECTED STAFF TO RECONFIGURE HOUSING ON THE WEST SIDE OF THE SITE PLAN AND RETURN TO COUNCIL FOR CONSIDERATION ON THE RECONFIGURED HOUSING; AND TO INCLUDE THE ESSENTIAL ELEMENTS ON THE STREET SUCH AS SURFACE HANDICAPPED PARKING AND SERVICE ACCESS.

ADJOURNMENT - AT 8:46 PM IT WAS MOVED BY VM WOERNER, SECONDED BY CM COOMBER AND CARRIED ON A 5-0 VOTE TO ADJOURN THE MEETING TO A REGULAR CITY COUNCIL MEETING ON FEBRUARY 12, 2018 AT 7:00 PM, COUNCIL CHAMBERS, 3575 PACIFIC AVENUE, LIVERMORE.
