SPECIAL MEETING

CALL TO ORDER / PLEDGE OF ALLEGIANCE - The Special Meeting of the City Council was called to order by Mayor John Marchand at 7:04 pm, in the City Council Chambers, 3575 Pacific Avenue, Livermore, California.

1.01 ROLL CALL - Present: Mayor John Marchand, Vice Mayor Bob Woerner and Council Members Robert W. Carling, Bob Coomber, and Steven Spedowfski.

OPPURTUNITY FOR THE PUBLIC TO ADDRESS THE CITY COUNCIL REGARDING SPECIAL MEETING ITEM

Karl Wente, Livermore, encouraged an engaged electorate and spoke regarding the process of good government.

3.

MATTERS FOR CONSIDERATION

3.01 Ballot measure argument in opposition to the Local Regulation of Health Care Service Costs initiative petition.

Recommendation: The City Council Subcommittee recommended the City Council review the ballot measure argument prepared by the subcommittee and provide input.

City Manager Marc Roberts introduced the item.

There was considerable discussion by the City Council regarding revisions to the ballot measure argument. The City Council invited additional public comment; several attendees suggested changes to reorder the argument, eliminate duplicate wording, and correct grammar.

ON THE MOTION OF CM SPEDOWFSKI, SECONDED BY VM WOERNER AND CARRIED ON A 5-0 VOTE, THE CITY COUNCIL ADOPTED REVISIONS TO THE BALLOT MEASURE ARGUMENT.

MAYOR MARCHAND APPOINTED CM CARLING AND VM WOERNER TO THE SUBCOMMITTEE TO DRAFT THE REBUTTAL ARGUMENT FOR REVIEW BY THE FULL CITY COUNCIL AT THE AUGUST 13, 2018 MEETING.

ADJOURNMENT - at 8:00 pm to a regular City Council meeting on Monday, August 13, 2018 at 7:00 pm, Council Chambers, 3575 Pacific Avenue, Livermore.
