Item 1 - Call Meeting to Order - Director Greci called the meeting to order at 6:30 p.m. and the Board went into Closed Session immediately.

Item 3 -

OPEN SESSION AND PLEDGE OF ALLEGIANCE Director Greci called the meeting back into open session at 7:00 p.m. and led the Salute to the Flag.

Item 4 -

REPORT OUT OF CLOSED SESSION Director Greci reported that the Board met in Closed Session on the items on the agenda and no reportable actions were taken.

Item 5 -

CITIZENS FORUM Dennis Gambs, member of the public, stated that the Annual Sustainable Water Supply Report identified one-time transfer of 1000 AF from River Garden Farms at approximately $569 per AF. This doesn't include the increase cost going through the Delta. Zone 7 has lower cost options such as Cawelo and Semitropic at around $200/acre foot. He is not sure what value there is in the River Garden Farms demonstration that costs $0.5million. Other sources outside of the Delta should be looked at. Mr. Gambs also stated that the Annual Sustainable Water Supply Report is very important and should be presented to the public.

Item 6 -

MINUTES OF THE REGULAR BOARD MEETING OF MARCH 21, 2018 Director Palmer moved to approve the minutes of March 21, 2018 and Director Quigley seconded the motion. The minutes were approved by a voice vote of 6-0 with Director McGrail absent.

Item 7 -

CONSENT CALENDAR a. 2018 Annual Review of Sustainable Water Supply for Zone 7 Water Agency b. Request for "Out-of-State" Travel to Attend the 2018 AWWA ACE Conference c. Declaration of May as Water Awareness Month

Director Stevens moved to approve the Items and Director Palmer seconded the motion. The items passed by a voice vote of 6-0, with Director McGrail absent.

STAFFING UPDATE a. Employee of the Month

Mr. Solitei introduced Tom Schall, Plant Mechanic in the Maintenance Section who was present at the meeting. Mr. Schall joined the Agency in March 2006 as a Plant Maintenance Laborer and promoted to Plant Mechanic in April 2008. Mr. Schall is known for his calm, approachable demeanor and his willingness to help fellow employees with solving maintenance issues that help the Agency. His ability to work with others and troubleshoot maintenance issues is second to none and with that and many other great attributes, staff recommends that the Board recognize and contragulate Mr. Schall as February employee of the month.

Item 8b - Congratulations to Retiree, G.F. Duerig

Director Greci displayed and passed around to the Board of Directors the framed Commendation for Ms. Duerig. Director Palmer stated that the items listed were just a brief outline of all of the things Ms. Duerig accomplished while serving as the Agency's General Manager. Director Quigley agreed with Director Palmer that it was just a small snippet of a lot of important things accomplished through Ms. Duerig's leadership. Director Stevens stated that he was struck by how talented she was and her ability to recall information that may have been long ago discussed. Director Figuers recollected first meeting Ms. Duerig in 1992 when she was a Junior Engineer at Alameda County Water District (ACWD), he noted her energetic spirit that continued throughout her career. Director Quigley moved to approve Item 8b and Director Stevens seconded the motion. The item was passed by a vote of 6-0 with Director McGrail absent.

Resolution No. 18-31 Congratulations to Retiree, G.F. Duerig (Item 8b)

Item 8c - Congratulations to Retiree, Margaret Chun

Mr. Solitei announced the retirement of Ms. Margaret Chun, Accounting Manager. Ms. Chun retired from Zone 7 in March 2018 after serving forty years between the County of Alameda and Zone 7. Ms. Chun joined Zone 7 in 1995 as the Senior Auditor/Accountant, promoting to Accounting Manager in 2005. A resolution applauding her various accomplishments while with the Agency is recommended for approval. Director Stevens commended Ms. Chun's knowledge regarding accounting issues.

Director Quigley moved to approve Item 8c and Director Palmer seconded the motion. The item was passed with a vote of 6-0 with Director McGrail absent.

Item 8d - New Employee

Mr. Solitei introduced Jessica Traynor, Junior Engineer as new employee in the Flood Control Section. Ms. Traynor began her career with Zone 7 as a temporary employee through the Temporary Assignment Pool (TAP) in May 2017. She came to us with several years of relevant experience from consulting firms GENTERRA and AECOM in Southern California. Ms. Traynor holds a Bachelor's degree in Environmental Engineering from the University of California, San Diego and a Master's degree in Environmental Engineering from the University of California, Irvine. The Board welcomed Jessica Traynor to Zone 7. Ms. Traynor was present at the meeting.

CALL ZONE 7 WATER AGENCY MEETING TO ORDER President Greci called the meeting of the Zone 7 Water Agency back into session at 7:16p.m.

COMMITTEES: LIAISON COMMITTEE MEETING - MARCH 1, 2018, 10:30 A.M. - NOTES Director Stevens stated that he is happy to see the Joint Tri-Valley Potable Reuse Study going forward. Director Palmer recommended that everyone look at the PowerPoint printout that provided full details of the Study.

Director Stevens stated that Mr. Solitei's General Manager's Report was one of the best he had seen in a long time.

Director Palmer stated that on March 22, 2018 she attended the California Water Policy Conference at U.C. Davis. Scholarships were provided to many of the university students in attendance. Director Palmer attended three different meetings at the conference: collaborative science and management, embracing the next wave of water storage projects in California which discussed some of the shifts in thinking regarding these projects, and environmental justice which discussed equity in the water world in terms of the amount of California residents that do not have safe drinking water and the cost that some Central Valley residents have for water that is 10% or greater of their annual household income.

Director Greci spoke of the untimely loss of Carl Morrison, who has represented the Agency for around twelve years, spreading Zone 7's message across to the schools. Directors Stevens, Quigley, Ramirez Holmes, Figuers, and Palmer all gave comments of remembrance of Mr. Morrison. A moment of silence was given to honor the life of Mr. Morrison.

A commendation for Mr. Morrison will be given to his family.
